Licence to Operate a Boom-Type Elevating Work Platform (boom length 11 metres or more)

Under the Work Health and Safety Act 2020, a High Risk Work Licence is mandatory for anyone operating a boom-type elevating work platform (with a boom length of 11 metres or more) in Western Australia. This face-to-face course delivers the nationally recognised unit TLILIC0005 – Licence to operate a boom-type elevating work platform (boom length 11 metres or more), ensuring you are equipped with the essential skills for safe and compliant operation.

What You’ll Learn

  • Plan and prepare for EWP operations.

  • Conduct routine pre-operational checks and maintenance.

  • Set up, operate, and shut down the EWP safely.

  • Position and stabilise the EWP correctly.

  • Identify and control hazards (e.g., power lines, ground conditions).

  • Implement emergency and rescue procedures.

  • Secure the equipment post-operation.

Upon successful completion, participants receive a Statement of Attainment and are eligible to apply for their High Risk Work Licence (Class WP) through WorkSafe WA.

 Requirements

  • Age: Must be 18 years or older.

  • Residency: Proof of WA residency (e.g., WA driver’s licence or utility bill).

  • ID: Valid Photo ID (Passport, Driver’s Licence, or Proof of Age Card).

  • USI: Unique Student Identifier (USI).

  • Language: Conversational level of English for reading, responding, and interpreting safety information (No translators permitted).

  • PPE: Enclosed footwear is required. All other PPE (Harnesses, Hard Hats) will be supplied.

  • Physical: Must be physically capable of operating heavy machinery and working at heights.

Re-enrolment Policy

Participants must complete all components of the course within the allocated timeframe. Failure to achieve competency may require re-enrolment and payment of associated fees.

The Assessment Includes:

  • Theory assessment (High Risk Work licensing).

  • Mathematical calculations (Working load limits).

  • Practical equipment inspection and set-up.

  • Practical operation of the EWP (Mobilising, elevating, slewing).

  • Emergency response scenarios.

Card Delivery Options

This is a High Risk Work Licence course:

  1. Statement of Attainment: Issued by All West Training within 3–7 business days of passing.

  2. Licence Application: You must submit your application to WorkSafe WA (fees apply) using your Statement of Attainment.

  3. Card Issue: Your physical High Risk Work Licence card is mailed directly to you by WorkSafe WA after your application is processed.
